The reports present the current status of Whistleblowing legislation and Open data policy in Austria, Estonia, France, Ireland, Italy, Romania, and Slovenia, highlighting their strengths and weaknesses.
After describing which are the normative sources, the analysis focused on the objective and subjective field of application, the channels for reporting the offences, the protection of the reporter's privacy and the protection against forms of retaliation, highlighting whether the legislation provides for sanctions and the reversal of the burden of proof.
Reports show that only a few of these countries have comprehensive self-standing legislation on whistleblowing and that the level of support and protection varies sharply among them.
